The 'What The Hell' pennant of Sino-American Cooperative Organization, a 
group of US Navy and Marines personnel embedded with Chinese Nationalist 
guerrilla forces against Japan during World War II. A short history of the group

The pennant is a reference to the surprise by US Army personnel of finding their 
Navy being present in China, which was effectively landlocked by the advancing 
Japanese during WWII. As the pennant was basically a field adaptation, there is 
no standard size and font for its design.
